Universal Canine Health Care (UCHC) is a 501(c)(3) nonprofit redefining how America protects its dogs—through justice, enforcement, and targeted public investment. Our vision is bold and measurable: to make Caldwell, Idaho and the Verde Valley of Arizona the safest places in the U.S. to be a dog.

We believe the root of most animal suffering isn’t found in shelters—it’s found at the source: in backyards, illegal breeding setups, and neglected homes. UCHC confronts this reality by flipping the economics of cruelty. Our flagship enforcement program rewards individuals for reporting violations that lead to enforcement, shutdowns, or criminal convictions.

  • Minor infractions, like unleashed dogs in traffic-prone neighborhoods or unsecured yards, can result in $200 rewards.
     
  • Severe violations, such as backyard breeding operations with dangerous or inhumane conditions, can trigger $5,000+ compensation if enforcement leads to conviction or business closure.
     

This creates a “report-to-reform” economy where public vigilance becomes a funded force for change—deterring abuse and spotlighting violations that would otherwise go ignored.

But UCHC doesn’t stop at enforcement.

We’re actively building a regional veterinary care network across our targeted zip codes to provide free or low-cost:

  • X-rays
     
  • Ultrasounds
     
  • Tumor removals
     
  • Teeth cleanings
     

These are the procedures that often determine whether a dog suffers—or lives. By making them routinely accessible to residents, UCHC is turning the idea of canine safety into a lived reality. We’re forging local partnerships with veterinarians, technicians, and animal advocates to create a canine medical infrastructure grounded in compassion and accountability.
